I agree with you there, because those already legally buying them aren't exactly going to be "saved" if that's what the government intends to happen.
On the other hand, it would be more awkward for retailers to scrutinise the id cards maybe?
I shouldn't think working it like you said would be that impractical though.
I mean, they do that with other things.

it isnt going to work very well anyway as many of the smaller shops will not enforce the ban, either through choice or just the sheer amount pressure they come under from people wanting to buy cigarettes. by the way kim, what else do they do that enforcement with- i thought that it was my original idea =P

I think the government is taking it's first steps towards outlawing smoking alltogether. Banning is the first step, and gradually, it grows and spreads, like wildfire.

but really, there is no point. outlaw smoking. go ahead. people are still going to do it regardless. like non-perscription drugs are illegal- people still use them. There will just be cigarette dealers. I mean I have come now to accept the ban in enclosed public spaces- but on the STREET! for crying out loud. and this is supposed to be a free country!
